Chamber air supply & NFPA 99 Chapter 14

The air going into your chamber is a code item. Most systems ignore it.

NFPA 99 Chapter 14 does not just cover the chamber shell. It sets requirements for the air source feeding it — purity grade, where the intake sits, what kind of compressor is allowed, how often the air gets sampled, and whether you have a spare. Four requirements people miss

What Chapter 14 says about the gas going in

These are paraphrases of the 2015 edition text, with section numbers so you can verify them against the edition your jurisdiction adopted. They are requirements on the installation, not on any product.

14.2.9.6.2–.3

Air purity has a floor

Compressor air to a Class A chamber must meet CGA Grade E as a minimum. Class B — the single-occupant chambers most clinics and homes actually have — carries the same floor plus an additional limit of no condensable hydrocarbons.

Where the intake sits matters

The air source must not introduce toxic or flammable gases, and compressor intakes have to be located away from vehicle exhaust, engine exhaust, and building exhaust outlets. A compressor in a garage is a code problem, not a convenience.

Oil-lubricated needs treatment, and you need two

Conventional oil-lubricated compressors are permitted only with an air treatment package that includes automatic safeguards. Installations must have two or more compressors that can hold required flow with any one out of service, on separate electrical branch circuits.

14.2.9.6.1

Sampling is on a clock

Compressor air must be sampled at least every six months, and again after any major repair or modification to the compressor. This applies to existing facilities, not only new ones.

Exhaust goes outside the building

Exhaust from all classes of chamber must be piped outside. Each Class B chamber gets an independent exhaust line, the discharge point must not create a hazard or allow gases back into the building, and it must be screened and signed as an oxygen exhaust.

There is a minimum flow

The minimum ventilation rate for a Class B chamber is 1 ft³/min. For Class A it is 3 ft³/min per occupant not on an overboard dump system. No purge-cycle or air-changes-per-hour figure appears anywhere in the chapter.

Oxygen-enriched. Triggers alarm, antistatic and patient-grounding provisions — and is expressly contemplated for Class A and Class B chambers.

What we had wrong

Our own storefront has described OxySafe as holding the chamber atmosphere "under the NFPA 99 oxygen threshold." That framing is not supportable and we are changing it.

We went through the Chapter 14 text line by line. There is no provision capping chamber oxygen concentration at 23.5%. The number appears in three roles: the Chapter 3 definition of an oxygen-enriched atmosphere, an oxygen-monitor alarm setpoint at 14.2.9.4.2.1, and a trigger for antistatic procedures and patient grounding at 14.3.1.5.3.1–.2.

Read 14.3.1.5.3.2 closely and it is the opposite of a cap: it prescribes extra precautions for Class A and Class B chambers running above 23.5%. Single-occupant Class B chambers commonly run far above it by design. Asked directly about the figure, the UHMS Hyperbaric Oxygen Safety Committee replied that in their opinion it relates to the Class A chamber, not the room housing it.

Where 23.5% is a hard regulatory limit is OSHA's confined-space rule, which classifies an atmosphere above 23.5% oxygen as hazardous for worker-occupied spaces — a different code, a different scope, and about the room your staff stands in rather than the vessel.

We would rather lose the simpler sales line than repeat a claim we cannot cite.

Whether any of this applies to you

Your chamber has a class, and it is about occupancy only

Chapter 14 classifies chambers by occupancy: Class A is human multiple occupancy, Class B is human single occupancy, Class C is animal with no human occupancy (14.1.2.2). Nothing in the classification refers to pressure rating, hard versus soft shell, or oxygen concentration. A single-occupant chamber is Class B regardless of how it is built.

NFPA does not enforce anything — your AHJ does

NFPA writes consensus codes. They carry legal force only where a jurisdiction adopts them. Your authority having jurisdiction might be a fire marshal, building official, health or labor department, or an insurer — and per NFPA 99's own annex, in many circumstances the property owner or their agent assumes that role.

The commercial-building path is the one that bites

In many US jurisdictions the chain runs: local adoption of the International Fire Code or NFPA 101 → that code points to NFPA 99 → NFPA 99 Chapter 14 points to ASME PVHO-1 → the local fire marshal enforces it. Des Moines Fire Department used exactly that chain to issue a stop-work order on a soft-sided chamber in a commercial building.

For a chamber in a private home, nobody has published a clean answer

We looked hard for an NFPA statement squarely saying Chapter 14 does or does not reach a private residence, and did not find one. NFPA 101 §8.7.5 extends NFPA 99's hyperbaric provisions to all occupancies, and NFPA 101 applies to residential occupancies — but whether that lands on your house depends on your jurisdiction's adopted codes and how its AHJ reads them. We are not going to tell you it is settled in either direction.

No product is "NFPA 99 compliant" by itself

Chapter 14 covers the chamber, the room housing it, the gas supply, the electrical installation, staffing and administration, and drills. Compliance is a property of the installation and the program, judged by an AHJ against the edition your jurisdiction adopted. Anyone selling you an "NFPA certified" or "NFPA approved" chamber product is describing something that does not exist — NFPA does not certify, approve, or list products.
